It appears that the D-700 is suffering from excessive noise levels. The packet system will not transmit while it is receiving. Uplinked signals are buffered and then dumped all together when the 'BUSY' signal has been off for a short time.

I do not know why the noise floor is so high but the squelch is at maximum so nothing more can be done to compensate.
